2.Fecundate clouds
As we see only part of the cloud is raining !! The reason is that in order to condense water vapor to a drop of water, the clouds must collide with wind loaded with fine dust, so that each atom of dust will be a nucleus which water vapor condense around then the steam will rise and a drop of water will fall on the ground. Except for fecundate wind, it is never raining
